Une convention avec l’Etat.
Un protocole d’accord avec les autorités locales pour régir les conditions de travail. Une demande d'agrément déposée auprès du PACCOM (People's Aid Coordinating Committee) est en cours de préparation. Le PACCOM (People's Aid Coordinating Committee) est un organisme gouvernemental vietnamien rattaché au Premier Ministre qui coordonne et contrôle les activités des associations et ONG travaillant au Vietnam.
Elaboration et suivi de projet :
Conception concertée à l’initiative des partenaires : fixer les objectifs, les activités à réaliser, les moyens humains, matériels et financiers à mettre en œuvre.
Recherche des financements.
Co-réalisation sur le terrain selon un contrat avec les différents partenaires et apport de nos expériences.
Suivi par un coordinateur ou un chargé de mission, susceptible de conduire à des remodelages et des négociations favorisant l’appropriation.
Programme de suivi donnant lieu à des évaluations régulières

What’s necessary?
- Approvals from the Governments and the French Ministry of Foreign Affairs.
- A convention with the Government.
- A Memorandum of Understanding with the local authorities in order to govern the working conditions. An application for authorization submitted to the PACCOM (People’s Aid Coordinating Committee) is currently in preparation. The PACCOM is a Vietnamese governmental organization attached to the Prime Minister which coordinates and controls the activities of the associations and NGO’s working in Vietnam.
Project development and monitoring:
- Partner initiated common design: setting the objectives, the activities to realize, as well as the human, material and financial means to implement.
- Search for funding.
- Co-realization on the field according to a contract with different partners and contribution from our experiences.
- Follow-up by a coordinator or project leader likely to lead to restructurings and negotiations in favor of the appropriation.
- Monitoring program leading to regular assessments

Sự đồng thuận của chính quyền địa phương để quản lý các điều kiện làm việc. Đơn xin chấp nhận gửi đến PACCOM (Ủy ban điều phối viện trợ nhân dân) đang được chuẩn bị. PACCOM là một tổ chức của chính phủ Việt Nam, trực thuộc Thủ Tướng, có nhiệm vụ điêu phối và kiểm tra hoạt động của các hội và các tổ chức phi chính phủ ở Việt Nam.
Xây dựng và quản lý dự án:
Bắt đầu bằng đóng góp ý kiến của các thành viên tham gia nhằm: xác định mục tiêu, xác định các hành động cụ thể cần thực hiện, các điều kiện về con người, vật chất và tài chính cần có.
Tìm kiếm nguồn hỗ trợ.
Hợp tác thực hiện dự án tại chỗ dựa theo sự thỏa thuận của các bên liên quan và và theo sự đóng góp của các bên.
Được giám sát bởi một điêu phối viên hoặc người quản lý, có nhiệm vụ chỉ đạo nhằm cải tiến và đàm phán, thương lượng nhằm đạt sự đồng thuận trong việc thực hiện dự án.
Lên kế hoạch giám sát, kiểm tra, đánh giá thường xuyên.
